    WEA Trust recently notified the District that rates would increase by 19.50% effective at the July 1, 2022 renewal.  The rate increase is due to the rise in high-cost medical claims and Aspirus' recent acquisition of Ascension.   Prior to this acquisition, Ascension was the largest provider of medical services to District employees which allowed WEA Trust to negotiate better pricing with Ascension, Aspirus and Marshfield Clinic.  Once Aspirus acquired Ascension, WEA Trust was no longer able to negotiate the same pricing with Aspirus and Marshfield Clinic.  

    The rate increase from WEA Trust would cost the District an additional $2.9 million.  The District’s health insurance broker, M3, recommended that the District go out to bid for health insurance.  The District received two competitive bids. Security Health Plan (SHP) and Aspirus were presented to the School Board on Monday, May 9, 2022.  After reviewing both insurance options, the School Board approved to move to Security Health Plan (SHP) effective July 1, 2022 in order to keep:

    1. The cost of insurance low for employees (9.50% rate increase)
    2. The same health insurance plan design
    3. A similar network    

     

    What does this mean for employees?

    1. Deductibles:
      1. In-network deductibles remain the same with SHP and any amounts incurred from January 1, 2022 through June 30, 2022 will be credited.
        1. Single HDHP:  $3,000 (Employee Responsibility $1,400)
        2. Family HDHP:  $6,000 (Employee Responsibility $2,800)
        3. Example:  An employee on the Single HDHP paid $1,000 toward their deductible between January 1, 2022 and June 30, 2022. The employee will only be responsible for paying the remaining $400 of the deductible for the remainder of the year.
      2. Out-of-network deductibles: Security Health Plan does not include an out-of-network deductible or coverage but they cover emergencies worldwide.  If you have an emergency out of network, you're covered at the medical facility nearest you.  If the facility is not in network, notify SHP when and where you received care as soon as you can. 
        1. Employees with dependents who are enrolled in the health insurance and live out of the area will need to complete the SHP Dependent Wrap form each year and send the completed form to SHP to ensure your dependents are covered in-network.
    2. Employee Health Insurance Rates:
      1. Rates will remain $0.00 for employees who have an assignment/assignments in Skyward of 35 hours or more per week.
      2. Rates will slightly increase for employees who have an assignment/assignments in Skyward between 30-34.99 hours per week.  Please note, HDHP employee rates have not increased since the 2019-2020 plan year (please refer to the rate sheet below for the new rates).
    3. Network
      1. The SHP health insurance network will still include Marshfield Clinic, Aspirus, UW Health, Mayo Clinic and more (Find a Doctor or Facility with SHP-Premier HMO Network).
    4. Wellness
      1. Vitality will no longer be available to employees after June 30, 2022.  Please cash in any Vitality Bonus Bucks by June 28, 2022. 
      2. SHP Wellness Benefits 
        1. Keeping Me Healthy - Access fitness, weight loss and wellness resources at a discount.
        2. Healthy Living Reimbursement 
        3. OVER-THE-COUNTER SUPPLIES BY MAIL - Over-the-counter (OTC) drugs and supplies can be expensive. That’s why SHP offers you a way to save money on these items and have them conveniently delivered to your home - saving you time and money.  Place one $30 order per calendar quarter by: Mar. 31, Jun. 30, Sept. 30 and Dec. 31.  You may place your order within your My Security Health Plan account.
        4. One-on-one Assistance - Get personalized care management services from SHP nurses and social workers. The SHP team can help you with chronic conditions and help you navigate any ongoing health concerns.
        5. Diabetes and Pre-diabetes Personalized Virtual Coaching Program - Security Health Plan is partnering with Omada Health to bring adult members at risk for type 2 diabetes or heart disease or those living with diabetes a personalized, virtual program that offers tools and support needed to help them lose weight, manage their diabetes, and improve their overall health.
        6. Preventive Care - SHP handles preventive care differently than most other health insurance companies. When you receive preventive services, they are covered with no member cost-share, even if the services are billed with a diagnosis that was previously identified. With most other health insurance coverage, if a member was previously diagnosed with an illness, the current visit is coded as diagnostic and is no longer considered preventive. It is important to note, if a provider gives our members preventive care and also evaluates or treats a problem on the same day, two separate services may be billed by the provider: a preventive visit and an office visit.  When this happens, the additional services the member receives are subject to the plan's applicable deductible, coinsurance and copays.

    5. Health Insurance Online Portals
      1. Maddy Portal (WEA Trust) - This portal will no longer be available effective June 30, 2022.
      2. My Security Health Plan (SHP) -Create an account starting July 1, 2022.  Manage your health care online with SHP's fast, easy and secure My Security Health Plan online tool and smartphone app.
    6. Virtual Care
      1. Maddy Virtual Care (WEA Trust) - No longer available effective June 30, 2022.
      2. Care My Way (SHP) - Create an account starting July 1, 2022.  Care My Way® virtual care is available 24 hours a day, seven days a week. The Care My Way benefit offers unlimited visits covered at 100% for most members – via telephone, mobile app or through a web browser.  Care My Way® is a convenient, easy way to get a quick diagnosis and treatment from anywhere in the United States for common conditions including flu, sinus infection, seasonal allergies or many others.  Teletherapy will be available this fall.
      3. 24/7 Nurse Line (SHP) - Use the 24-hour Nurse Line, available 7 days a week, including holidays, to talk to a registered nurse who can help answer your health care questions.
    7. Prescriptions
      1. When changing insurance carriers, it's recommended that employees try to fill prescriptions prior to June 30th to avoid delays.
    8. Health Insurance Cards
      1. SHP will mail insurance cards prior to July 1, 2022.

    Changes and Updates

    1. Dental Plans
      1. Dental rates and plans will remain the same for the 2022-2023 plan year.
    2. NVA
      1. NVA rates and plan will remain the same for the 2022-2023 plan year.
    3. Flexible Spending Accounts (FSA)
      1. The District will no longer offer Flex Medical or Flex Limited Purpose accounts beginning January 1, 2023 due to low enrollment.  Employees who are currently enrolled or have a balance in a Flex Medical Account or Flex Limited Purpose Account with Diversified Benefit Services (DBS) will have until March 31, 2023 to submit claims for expenses incurred during the 2022 plan year.
      2. The District will continue to offer the Flex Dependent Care account with Diversified Benefit Services (DBS).  Please watch for communication this coming fall for more information on enrolling in the 2023 Flex Dependent Care Account.  

    Open Enrollment will take place in Skyward/ERMA on Wednesday, May 18, 2022 - Wednesday, June 1, 2022. Eligible employees will have an opportunity to change, enroll, waive insurance or select no change during Open Enrollment. These changes are effective July 1, 2022.  

    Employees not making any changes will need to select "no change" from the drop-down box when completing the Open Enrollment form in Skyward/ERMA. Employees who are staying on the HDHP Single or HDHP Family plans will select "no change" when completing the Open Enrollment form in Skyward/ERMA.  Please note, employees currently enrolled in the District's health insurance with WEA Trust will automatically be enrolled with Security Health Plan. Once open enrollment closes, employees will not be able to make changes to their insurance unless they experience a qualifying event (birth, marriage, loss of insurance coverage, etc.).
